Karnataka PDO Result

Kar PDO GPS Cut Off Marks 2021 exam analysis
Here, we are providing the expected cut off score for Paper 1 and Paper 2 of the PDO and GPS examination Below.
As we know the examination was divided into 2 parts. The paper 1 included the multiple choice questions from General Knowledge, General Kannada, General English while paper 2 had questions from Rural Development and Panchayat Raj.
Each paper had 100 questions. Every correct answer will be awarded 2 marks. Hence, it makes 200 marks paper for each. As there is no Negative marking, it will affect the cutoff score.

Jammu and Kashmir High Court has directed the state government to constitute a committee of experts to advise Board of Professional Entrance Examination (BOPEE) on how to conduct the Common Entrance Examination (CET) for various professional courses in the future.
Expressing concern over the wrong answer keys set up by experts for CET questions, a division bench of Justice Muzaffar Hussain Attar and Justice Tashi Rabstan observed that BOPEE should leave no room for wrong answer keys as “it adversely affects the merit of competing candidates.”
“Prescribing of ambiguous and doubtful questions and providing of wrong answer keys surely confuses a competing student and ultimately affects his/her merit position,” said the judgment passed by the division bench.
Directing BOPEE to take utmost care and caution in selecting a paper-setter, the court said it is the fundamental duty of the selection body to ensure that persons of highest integrity and unmatched competence are assigned the task of setting question papers.

The Rajasthan High Court today ordered the Rajasthan Public Service Commission (RPSC) to declare the results of School Lecturer secondary Education combined Competitive exam (first grade teachers) 2013, which was based on the second answer key, while quashing the third and final answer key.
The HC asked the RPSC to blacklist the experts who prepared the answer keys.
The single bench of Justice MN Bhandari gave the order today after more than 100 candidates approached the court citing wrong answer keys in the exam. The court said the merit list should be made on the basis of second answer key and the government may decide to accommodate in the vacant posts to those who already got appointment who would lose their jobs as per the new merit list. The vacancies arising out of the exit of the candidates should be filled by the merit list prepared based on the second answer key.
The court ordered to blacklist the two subject experts who prepared the wrong questions and answer keys as it has resulted in avoidable litigation and the harassment of the candidates.
The RPSC informed the court that they were short of funds to remunerate more experts, the court said they must ask the government to give more funds and issue notices to the Chief secretary and the RPSC chairman to file a reply on how they address the issue of shortage of funds and find a solution to the wrong answers keys in the competitive examinations

Expert committee ನೇ ಫೈನಲ್ ಅಂತ ಹೇಳುತ್ತಿರುವುದು ನಾನಲ್ಲ. ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಹಾಗೆ ಹೇಳಿದೆ. ಒಂದಲ್ಲ ಅನೇಕ ಬಾರಿ ಹೇಳಿದೆ. ನಿಮಗೇ ತಿಳಿದಿರುವಂತೆ ಸುಪ್ರೀಂ ಕೋರ್ಟಿನ ತೀರ್ಪು ಎಲ್ಲ ಅಧೀನ ನ್ಯಾಯಾಲಯಗಳಿಗೂ ಅನ್ವಯಿಸುತ್ತದೆ. ಇದನ್ನು ಮೀರಿ ವ್ಯತಿರಿಕ್ತವಾಗಿ ನಡೆದುಕೊಳ್ಳುವುದು ಯಾವುದೇ ಕೋರ್ಟ್ ಗೆ ಸಾದ್ಯವಿಲ್ಲ. ಒಂದು ವೇಳೆ ಹಾಗೆ ವ್ಯತಿರಿಕ್ತ ತೀರ್ಪು ನೀಡಿದಲ್ಲಿ ಅದು ಸರ್ವೋಚ್ಛ ನ್ಯಾಯಾಲಯದ ನಿಂದನೆಯಾಗುತ್ತದೆ. ಅಂತಹ ತೀರ್ಪಿನ ವಿರುದ್ಧ ಮೇಲ್ಮನವಿ ಹೋಗಿ ಗೆಲ್ಲುವುದು ಕಷ್ಟವೇನಲ್ಲ.
ಇದೆಲ್ಲದರ ತಾತ್ಪರ್ಯವೆಂದರೆ, ಪರೀಕ್ಷೆಯ academic aspects ಮೇಲಿನ ಅಂತಿಮ ನಿರ್ಣಯ expert committeeಯದ್ದಾಗಿರುತ್ತದೆ. ಇದರ ಮೇಲೆ ಕೋರ್ಟಿಗೆ ಹೋದರೂ ಅಲ್ಲಿ ಹೇಳೋದೂ ಇದನ್ನೇ.
ನಿಮಗೆ ಒಂದು ಉದಾಹರಣೆ ಕೊಡುತ್ತೇನೆ.
Assistant professor ನೇಮಕಾತಿಯಲ್ಲಿ ಸುಮಾರು 9 ಪ್ರಶ್ನೆಗಳು ತಪ್ಪಾಗಿವೆ ಎಂದು ಅಭ್ಯರ್ಥಿಯೊಬ್ಬರು ಕೋರ್ಟಿಗೆ ಹೋದರು. ಪ್ರತೀ ಪ್ರಶ್ನೆಗೂ ನಾಲ್ಕು ಐದು ಪ್ರೂಫ್ ಒದಗಿಸಿದ್ರು. ಆದರೆ ಕೋರ್ಟ್ ಅವನ್ನೆಲ್ಲ ತಳ್ಳಿ ಹಾಕಿತು. ಅಭ್ಯರ್ಥಿಗಳು ನೀಡುವ ಸಮರ್ಥನೆಗಿಂತ expert committee ಯ ಅಭಿಪ್ರಾಯಕ್ಕೆ ಹೆಚ್ಚಿನ ಬೆಲೆ ಎಂದಿತು. ಏಕೆಂದರೆ expert committee ವಿಷಯ ಪರಿಣತರ ತಂಡ. ಅದು ಪ್ರಶ್ನೆಗಳನ್ನು ಎಲ್ಲಾ ಮಗ್ಗಲುಗಳಿಂದ ಪರಿಶೀಲಿಸಿರುತ್ತದೆ. ಹಾಗಾಗಿ ಅದರ ಅಭಿಪ್ರಾಯ ನಂಬಲರ್ಹ ಮತ್ತು ಅಂತಿಮ ಎಂದು ಕೋರ್ಟ್ ಅಭಿಪ್ರಾಯ ಪಟ್ಟಿತು. ಅಭ್ಯರ್ಥಿ v/s expert committee ಎಂದು ಬಂದಾಗ ಯಾರ ಮಾತಿಗೆ ಬೆಲೆ, ನೀವೇ ಹೇಳಿ?
ಅಸಿಸ್ಟೆಂಟ್ ಪ್ರೊಫೆಸರ್ ಕೇಸಿನಲ್ಲಿ ನಡೆದ ವಾದ ವಿವಾದಗಳನ್ನು ಕೋರ್ಟ್ ಹಾಲ್ ನಲ್ಲಿ ಖುದ್ದಾಗಿ ಹಾಜರಿದ್ದು ನೋಡಿ ಈ ಮೇಲಿನ ಅಂಶಗಳನ್ನು ಬರೆಯುತ್ತಿದ್ದೇನೆ. ಇದಾವುದೂ ನನ್ನ ಅಭಿಪ್ರಾಯವಲ್ಲ.
ಪಿಡಿಒ ಕೇಸಿನಲ್ಲಿ ಆಗಿರುವುದೂ ಅದೇ. ಯಾವ ಪ್ರಶ್ನೆಗೆ ಯಾವ ಉತ್ತರ ಎಂದು KAT ಹೇಳಿಲ್ಲ. ಬದಲಾಗಿ expert committee ಎದುರು ಅರ್ಜಿದಾರರು ಎತ್ತಿರುವ ಪ್ರಶ್ನೆಗಳನ್ನು ಇಟ್ಟು ಅದರ ಅಭಿಪ್ರಾಯದಂತೆ ಮುಂದುವರಿಯಲು ತಿಳಿಸಲಾಗಿದೆ. ಇದರ ಅರ್ಥವೇನು? ಅಂತಿಮವಾಗಿ ನಿರ್ಧಾರ ಕೊಡುವುದು expert committee ಮಾತ್ರ. ಈ ನಿರ್ಧಾರದಂತೆ KEA ಮುಂದುವರಿಯುತ್ತದೆ. ಇದಕ್ಕೆ 2 ವಾರಗಳ ಸಮಯಾವಕಾಶ ಇದೆ.
ಇದು ನಿಮಗೆ ಅನ್ಯಾಯ ಅಂತ ಅನಿಸಿದರೆ ಅದು ನಿಮ್ಮ ವೈಯಕ್ತಿಕ ಅಭಿಪ್ರಾಯವಷ್ಟೇ.

ಯಾವುದೇ ನ್ಯಾಯಾಲಯ, ಪರೀಕ್ಷೆಯ ಆಡಳಿತಾತ್ಮಕ ಅಂಶಗಳನ್ನು ಮಾತ್ರ ವಿಚಾರಣೆ ನಡೆಸಬಹುದು ಮತ್ತು ತೀರ್ಪು ಯಾವುದು ಸರಿ ಯಾವುದು ತಪ್ಪು ಎಂದು ಹೇಳಬಹುದು. ಆದರೆ, ಪರೀಕ್ಷೆಯ ಶೈಕ್ಷಣಿಕ ಅಂಶಗಳಿಗೆ ಸಂಬಂದಿಸಿದಂತೆ ನ್ಯಾಯಾಲಯ ಮಧ್ಯ ಪ್ರವೇಶಿಸುವಂತಿಲ್ಲ. ಅಂತಹ ಸಂದರ್ಭಗಳಲ್ಲಿ ಎಕ್ಸಪರ್ಟ್ ಕಮಿಟಿ ನೀಡುವ ಅಭಿಪ್ರಾಯ ಅಂತಿಮವಾಗಿರುತ್ತದೆ. ಕೋರ್ಟ್ ಕೂಡ ಇದನ್ನು ಮಾನ್ಯ ಮಾಡುತ್ತದೆ. ಈ ವಿಚಾರವನ್ನು ಮಾನ್ಯ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ತನ್ನ ಅನೇಕ ತೀರ್ಪುಗಳಲ್ಲಿ ಹೇಳಿದೆ.
ಈಗಿನ ಪಿಡಿಒ ವಿಚಾರದಲ್ಲಿಯೂ ಎಕ್ಸಪರ್ಟ್ ಕಮಿಟಿಯ ಉತ್ತರಗಳೇ ಅಂತಿಮವಾಗುತ್ತವೇ. ಅರ್ಜಿದಾರರು ಎಷ್ಟೇ ಸಾಕ್ಷಿಗಳನ್ನು ಒದಗಿಸಿದರೂ ಅವೆಲ್ಲವಕ್ಕಿಂ.ತ expert committee ಉತ್ತರಗಳಿಗೇ ಆದ್ಯತೆ.
