Karnataka PDO Result
In next step after taking examination, the KEA board will release the PDO & GPS Answer Key. The candidates who took part in the examination will be asked to review the answer key and submit the objections if any.

Kar PDO GPS Cut Off Marks 2021 exam analysis
Here, we are providing the expected cut off score for Paper 1 and Paper 2 of the PDO and GPS examination Below.
As we know the examination was divided into 2 parts. The paper 1 included the multiple choice questions from General Knowledge, General Kannada, General English while paper 2 had questions from Rural Development and Panchayat Raj.
Each paper had 100 questions. Every correct answer will be awarded 2 marks. Hence, it makes 200 marks paper for each. As there is no Negative marking, it will affect the cutoff score.
Though, the cutoff marks depend on several factors. Few are the total number of applicants to the posts, the difficulty of the written test and more.

ಸಭೆಗೆ ಬೆರಳೆಣಿಕೆಯಷ್ಟು ಜನ ಬಂದಿದ್ದರು. ಅವರೂ ಸಹ ಬಂದದ್ದು ತಮಗೆ ನಂಬಿಸಿ ಮೋಸ ಮಾಡಿದವರನ್ನು ತರಾಟೆಗೆ ತೆಗೆದುಕೊಳ್ಳಲು! ಕೆಎಟಿಯಲ್ಲಿ ಸೋಲಾದದ್ದು ಏಕೆ ಎಂಬ ಮೊದಲ ಪ್ರಶ್ನೆಗೆ ನಾಯಕರಿಗೆ ಉತ್ತರವೇ ಹೊಳೆಯಲಿಲ್ಲ. ಕೆಎಟಿ ಆದೇಶವನ್ನು ಓದಲೂ ತಡವರಿಸಿದ ಅವರು ತಪ್ಪು ತಪ್ಪಾಗಿ ಅದನ್ನು ಅರ್ಥೈಸಿ ಛೀಮಾರಿ ಹಾಕಿಸಿಕೊಂಡು ಬೆಪ್ಪರಂತಾದರು. ಹೈಕೋರ್ಟಿಗೆ ಹೋಗೋಣ ಎನ್ನುತ್ತಿದ್ದಂತೆಯೇ ಆಕ್ರೋಶದ ಸುರಿಮಳೆ. ಎಲ್ಲಾ ದಾಖಲೆಗಳನ್ನು ಕೆಎಟಿಗೆ ಕೊಟ್ಟ ಮೇಲೂ ಅಲ್ಲಿ ಸೋಲಾಯಿತು. ಇನ್ನೂ ಹೈಕೋರ್ಟಿಗೆ ಕೊಟ್ಟರೂ ಅದೇ ದಾಖಲೆಗಳನ್ನೇ ಕೊಡಬೇಕು. ಅಲ್ಲೂ ಇದೇ ಅಗುತ್ತೆ ತಾನೆ, ಎಂದು ಕೇಳಿದ್ದಕ್ಕೆ ಇಲ್ಲ ಸಲ್ಲದ್ದನ್ನು ಬಡಬಡಿಸಿದ ಒಬ್ಬ ಪುಢಾರಿ. ಈಗಾಗಲೇ ಕೆಲಸ ಇರುವವರು ಪಿಡಿಒ ವಿಚಾರದಲ್ಲಿ ರಾಡಿ ಎಬ್ಬಿಸುತ್ತಿದ್ದಾರೆ. ನಿರುದ್ಯೋಗಿಗಳಿಗೆ ಆಮಿಷ ತೋರಿಸಿ ತಮ್ಮ ಬೇಳೆ ಬೇಯಿಸಿ ಕೊಳ್ಳುತ್ತಿದ್ದಾರೆ. ಅವರಿಂದ ಹಣ ಕೀಳುತ್ತಿದ್ದಾರೆ. ಜೊತೆಗೆ ಕೆಲವು ಕೋಚಿಂಗ್ ಸೆಂಟರ್ ಗಳ ಜೊತೆ ಕೈಜೋಡಿಸಿ ಅವರಿಂದಲೂ ಹಣ ಪಡೆದು ಎಲ್ಲರಿಗೂ ಮಂಕುಬೂದಿ ಎರಚುತ್ತಿದ್ದಾರೆ. ನಿಮಗೆ ನಿಯತ್ತಿದ್ದಿದ್ದರೆ ಕೆಎಟಿಯಲ್ಲಿ ಗೆಲುವು ಕೊಡಿಸುತ್ತಿದ್ದಿರಿ. ಅಲ್ಲಿ ಆಗದೆ ಈಗ ಹೈಕೋರ್ಟ್ ಎನ್ನುತ್ತಿದ್ದೀರಿ. ಅಲ್ಲೂ ಆಗದಿದ್ದರೆ ಸುಪ್ರೀಂ ಕೋರ್ಟು ಎನ್ನುತ್ತೀರಿ. ಅಷ್ಟು ಹೊತ್ತಿಗೆ ನಮ್ಮ ತಿಥಿ ಆಗಿರುತ್ತದೆ ಎಂದು ನೊಂದ ಅಭ್ಯರ್ಥಿಯೊಬ್ಬ ಕೇಳಿದ್ದಕ್ಕೆ ನಾಯಕನಿಂದ ಉತ್ತರವೇ ಇಲ್ಲ. ಕೊನೆಯಲ್ಲಿ “ಕೆಎಟಿ ಮೇಲೆ ನಂಬಿಕೆ ಇದೆ. ಲಟ್ಟಿ ಬಂದ ಮೇಲೆ ನೋಡೋಣ” ಎಂದು ತಿಪ್ಪೆ ಸೇರಿಸುವುದರೊಂದಿಗೆ ಮಹಾ ಸಭೆ ಬರಕಸ್ತಾಯಿತು. ಕೊರಳ ಪಟ್ಟಿಗೆ ಕೈ ಬೀಳುವ ಸೂಚನೆ ಸಿಕ್ಕ ನಾಯಕರು ಆಮೇಲೆ ಹುಡುಕಿದರೂ ಸಿಕ್ಕಲಿಲ್ಲ.

Expert committee of kea should review all those questions filed and do change any no of questions if found to be correct in nature And also legal opinion is of the same.
Therefore Legal experts objected for kea decision on revising only one question.
Now it is not confirmed about how many questions will get revised but according to inside information around 8-10 questions will be changed accordingly that means again 10-20 marks will get varied in each candidate score…

ಕಾನೂನಿನ ವಿಚಾರದಲ್ಲಿ ಏನೇ ಕ್ಲ್ಯಾರಿಫಿಕೇಶನ್ ಬೇಕೂ ಅಂದ್ರೂ ಅದರ ಬಗ್ಗೆ ಮಾಹಿತಿ ಇದ್ದವರನ್ನು ಕೇಳಿ ತಿಳಿದುಕೊಳ್ಳಿ. ಎಲ್ಲಾ ಜಡ್ಜಮೆಂಟ್ ಕಾಪಿಗಳನ್ನೂ ಒಮ್ಮೆ ಓದಿ. ನಿಮಗೇ ಅರ್ಥವಾಗುತ್ತದೆ. ಇಲ್ಲಿ ಮುಚ್ಚಿಡಬೇಕಾದ್ದು ಏನೂ ಇಲ್ಲ. ಮುಚ್ಚಿಡಲು ಸಾದ್ಯವೂ ಇಲ್ಲ. ಇಲ್ಲಿ ಯಾರೂ ದಡ್ಡರಲ್ಲ.
2015ರ PUC ಗಣಿತ ಪರೀಕ್ಷೆಯಲ್ಲಿ 80 ಮಾರ್ಕ್ಸಿನ ಪರೀಕ್ಷೆಗೆ ಸುಮಾರು 24 ಗ್ರೇಸ್ ನೀಡಿದ್ದರು. ಆದರೆ ರೀ ಎಕ್ಸಾಮ್ ಗೆ ಕೋರ್ಟ್ ಒಪ್ಪಲಿಲ್ಲ. ಪಿಡಿಒ ಪರೀಕ್ಷೆಯಲ್ಲಿ 200 ಮಾರ್ಕ್ಸ್ ನ ಪರೀಕ್ಷೆಯಲ್ಲಿ 11 ಕ್ಕೆ ಗ್ರೇಸ್ ನೀಡಿದೆ. ಇಲ್ಲಿ ಏನಾಗಬಹುದು ನೀವೇ ಯೋಚಿಸಿ.
ರೀ ಎಕ್ಸಾಮ್ ಎನ್ನುತ್ತಿರುವವರು ಇಲ್ಲಿವರೆಗೆ ಆಗಿರುವ ರೀ ಎಕ್ಸಾಮ್ ಗಳು ಯಾವ ಕಾರಣಕ್ಕೆ ಆಗಿವೆ ಎಂಬುದನ್ನು ಮುಚ್ವಿಟ್ಟು ಎಲ್ಲರ ದಾರಿ ತಪ್ಪಿಸುತ್ತಿದ್ದಾರೆ. ಪರೀಕ್ಷಾ ಸಂಬಂಧಿತ ಸಾಬೀತಾದ ಭ್ರಷ್ಟಾಚಾರ, ಪೇಪರ್ ಲೀಕ್ ಆಗುವುದು, ಇತ್ಯಾದಿಗಳಿಗೆ ರೀ ಎಕ್ಸಾಮ್ ಆಗಿದೆ. ಕೇವಲ ಗ್ರೇಸ್ ನೀಡಿರುವ ಕಾರಣಕ್ಕೆ ರೀ ಎಕ್ಸಾಮ್ ನಡೆಸಿರುವ ಉದಾಹರಣೆಯೇ ಇಲ್ಲ. ಇಲ್ಲಿ 200 ಕ್ಕೆ 22 ಮಾರ್ಕ್ಸ್ ಗ್ರೇಸ್ ನೀಡಿದೆ. ಅಂದರೆ 11% ಗ್ರೇಸ್ ನೀಡಿದಂತಾಯಿತು. ಹಾಗಾಗಿ ಇದು ನೆಗ್ಲಿಜಬಲ್. This is definitely no ground for demanding re-exam. PUC ಗಣಿತ ದಲ್ಲಿ 80ಕ್ಕೆ 24 ಗ್ರೇಸ್ ನೀಡಲಾಗಿತ್ತು. ಅಂದರೆ 30% ಗ್ರೇಸ್ ಆಯಿತು. ಆಗಲೇ re-exam ಆಗಲಿಲ್ಲ.
Karnataka civil service cader and recruitment rules ನಲ್ಲಿ ಗ್ರೇಸ್ ಎಷ್ಟು ನೀಡಬಹುದು ಎಂಬುದರ ಉಲ್ಲೇಖವಿಲ್ಲ. ಹಾಗಾಗಿ ಗ್ರೇಸ್ ನೀಡಿರುವ ಕಾರಣಕ್ಕೆ ರೀ ಎಕ್ಸಾಮ್ ಅಸಾಧ್ಯ. ಕೋರ್ಟುಗಳು ರೂಲ್ ಬುಕ್ ಪ್ರಕಾರ ನಡೆಯುತ್ತವೆಯೇ ಹೊರತು ವಾದಿ, ಪ್ರತಿವಾದಿಗಳ ತಾಳಕ್ಕೆ ತಕ್ಕಂತೆ ಕುಣಿಯುವುದಿಲ್ಲ. ಎಷ್ಟು ಗ್ರೇಸ್ ನೀಡಿದರೂ ತಮಗೆ ಕೆಲಸ ಆಗುವುದಿಲ್ಲ ಎನ್ನುವವರು ರೀ ರಕ್ಸಾಮ್ ಗುಲ್ಲು ಹಬ್ಬಿಸುತ್ತಿದ್ದಾರೆ. ಒಟ್ಟಿನಲ್ಲಿ ಅವರಿಗೆ ಕೆಲಸ ಆಗದಿರುವ ಕಾರಣ ಆ ಎಕ್ಸಾಮ್ ಸರ ಇಲ್ಲ. ಕೈಗೆಟುಕದ ದ್ರಾಕ್ಷಿ ಸಿಹಿಯಾಗಿ ಇರಲು ಹೇಗೆ ಸಾಧ್ಯ. ದುರಂತ ನೋಡಿ, ಎಕ್ಸಾಮ್ ಕ್ಲಿಯರ್ ಮಾಡೋಕಾಗದೇ ಇರೋ ಪ್ರಕಾಂಡ ಪಂಡಿತ ಅಭ್ಯರ್ಥಿ ಶಿರೋಮಣಿಗಳು ಎಕ್ಸಾಮಿನ ಗುಣಮಟ್ಟದ ಬಗ್ಗೆ ಮಾತನಾಡುತ್ತ ಇದ್ದಾರೆ!
ಅದು ಸರಿ, ಗ್ರೇಸ್ ಕೊಟ್ಟಿರುವ 11 ಪ್ರಶ್ನೆ ಬಿಟ್ಟರೆ ಪೇಪರ್-2 ನಲ್ಲಿ ಉಳಿದ 89 ಪ್ರಶ್ನೆಗಳು ಸರಿ ಇದ್ದವಲ್ಲ? ಅವಕ್ಕೆಲ್ಲ ಸರಿಯಾಗಿ ಬರೆದಿದ್ದರೆ ಸ್ಕೋರ್ 178 ಆಗಿರೋದು. ಉಳಿದಂತೆ ಪೇಪರ್ -1 ನಲ್ಲಿ 200 ಕ್ಕೆ 200 ತೆಗೆದಿದ್ದರೆ ಒಟ್ಟು ಸ್ಕೋರ್ 378 ಆಗಿರೋದು. ಅಂದರೆ 400 ಕ್ಕೆ ಗ್ರೇಸ್ ಕೊಟ್ಟಿರುವ ಪ್ರಶ್ನೆಗಳನ್ನು ಬಿಟ್ಟರೂ ಗರಿಷ್ಟ 378 ತೆಗೆಯಬಹುದಿತ್ತು. ಈಗಿನ ಸ್ಟೇಟ್ ಹೈಯೆಸ್ಟ ಕೂಡ ಇಷ್ಟು ಇಲ್ಲ. ಆದರೆ ಜೋಕ್ ಏನಪ್ಪ ಅಂದರೆ ಈಗ ಗಂಟಲು ಹರಿದುಕೊಳ್ಳುತ್ತಿರುವ ಪ್ರಭೂತಿಗಳು ಬರೀ 300 ರನ್ನೂ ಮುಟ್ಟಲಾಗದೆ ಗ್ಯಾಸ್ ಬಿಡುತ್ತಾ ನಿಂತುಬಿಟ್ಟಿವೆ. ಈಗ ಮಧ್ಯದಲ್ಲಿ ನಮ್ಮದೊಂದು ಇರಲಿ ಎಂದು ರೀ ಎಕ್ಸಾಮ್ ನಡೆಸಿದರೆ 400 ಕ್ಕೆ 400 ತೆಗೆದುಬಿಡುತ್ತೇವೆ ಎಂದು ಪುಗಸಟ್ಟೆ ಮುತ್ತು ಉದುರಿಸುತ್ತಿದ್ದಾರೆ. ಕೇಳೋಕೆ ಚನ್ನಾಗಿದೆ. ಕಿವಿಯಲ್ಲಿ ಹೂವು ಇಟ್ಟುಕೊಂಡು ಕೇಳಬೇಕಷ್ಟೇ!!! ಈ ದ್ರಾಬೆಗಳಿಗೆ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಕೊಟ್ಟಿದ್ದ ಪ್ರಶ್ನೆಗಳೇ ಅರ್ಥ ಆಗದೆ ಕೊನೆಗೂ ತಪ್ಪು ಆಪ್ಷನ್ ಹಾಕಿ ಬಂದಿವೆ. ಇನ್ನೂ C&R ರೂಲ್ಸ್, ಕೋರ್ಟು ಜಡ್ಜಮೆಂಟುಗಳು ಅರ್ಥ ಆಗಿತ್ತವಾ?
ಇದೃ ಕೆಇಎ ನಡೆಸಿದ Assistant professor ಪರೀಕ್ಷೆಯಲ್ಲಿ ಸುಮಾರು 9 ಪ್ರಶ್ನೆಗಳು ತಪ್ಪಾಗಿವೆ ಎಂದು ಅಭ್ಯರ್ಥಿಯೊಬ್ಬರು ಇದೇ ಕೆಎಟಿ ಗೆ ಹೋದರು. ಒಂದೊಂದು ಪ್ರಶ್ನೆಗೂ ನಾಲ್ಕು -ಐದು ಪ್ರೂಫ್ ನೀಡಿದರು. ಆದರೆ ಕೋರ್ಟು ಇದಾವುದನ್ನೂ ಒಪ್ಪಲಿಲ್ಲ, ಏಕೆ? ಇದು ನಡೆದು ಬರೀ 3 ತಿಂಗಳಾಗಿದೆ. kAT ವೆಬ್ ಸೈಟಿನಲ್ಲಿ ಆರ್ಡರ್ ಸಿಗುತ್ತೆ. ಅದನೊಮ್ಮೆ ಈ ಪ್ರಭೂತಿಗಳು ಓದಿ ನೋಡಲಿ. ಅರ್ಥವಾಗದಿದ್ದರೆ ಯಾರಾದರೂ ತಿಳಿದವರ ಬಳಿ ಕೇಳಲಿ. UPSC ಪರೀಕ್ಷೆಯ ಗುಣಮಟ್ಟ ಕುಸಿದಿದೆ ಎಂದು ಆರೋಪಿಸಿ ಅಭ್ಯರ್ಥಿ ಯೊಬ್ಬರು ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಮೆಟ್ಟಿಲೇರಿದರು. ಕಳೆದ ಎರಡು ತಿಂಗಳ ಹಿಂದೆ. ಗುಣಮಟ್ಟದ ತೀರ್ಮಾನ ಮಾಡಬೇಕಾದ್ದು ಅಭ್ಯರ್ಥಿಗಳಲ್ಲ ಎಂದು ಕೋರ್ಟ್ ಹೇಳಿ ಆ ಅರ್ಜಿ ವಜಾಮಾಡಲಾಯಿತು. ಈ ಆರ್ಡರ್ ಕೂಡ ವೆಬ್ಬಿನಲ್ಲಿ ಲಭ್ಯ. ದಯವಿಟ್ಟು ಸಂಬಂಧಿಸಿದವರು ಓದಲಿ. ಕೊಟ್ಟ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಕಿಸಿಯಲಾಗದವರು ಅದೇ ಪರೀಕ್ಷೆಯ ಗುಣಮಟ್ಟ ಕುಸಿದಿದೆ ಎಂದು ಬಡಬಡಿಸುತ್ತಾರಷ್ಟೇ!
ಕೋರ್ಟಿಗೆ ಹೋಗಬೇಡಿ ಎಂದು ಯಾರನ್ನೂ ತಡೆಯಲಾಗದು. ನಿಮಗೆ ಅನ್ಯಾಯವಾಗಿದೆ ಎನಿಸಿದರೆ ಹಾಗೆ ಮಾಡಿ. ಆದರೆ ಅಮಾಯಕರನ್ನು ಶೋಷಿಸಲು, ಹಣ ಸಂಗ್ರಹಿಸಲು ನಿಮಗೆ ಅನುಮತಿ ನೀಡಿರುವವರು ಯಾರು?
ಸ್ನೇಹಿತರೆ, ನಿಮಗೆ ಯಾರಾದರೂ ಸುಳ್ಳು ಭರವಸೆ ನೀಡಿ ಹಣ ಕೇಳಿದರೆ, ಅದಕ್ಕೆ ರಸೀದಿ ಕೊಡಲು ಕೇಳಿ. ಅಲ್ಲಿಗೆ ಬನ್ನಿ ಇಲ್ಲಿಗೆ ಬನ್ನಿ ಎಂದರೆ, ಅದರ ವಾಯ್ಸ ರೆಕಾರ್ಡ್, ಮೆಸೇಜ್ ರೆಕಾರ್ಡ್ ಇಟ್ಟುಕೊಳ್ಳಿ. ಲಾಯರ್ ಫೀ ಎಷ್ಟು ಎಂದು ವಿಚಾರಿಸಿ. ಕೊಟ್ಟ ದುಡ್ಡಿಗೆ ಗ್ಯಾರಂಟಿ ಕೇಳಿ. ನಿಮ್ಮಿಂದ ದುಡ್ಡು ಪಡೆದ ಮೇಲೆ ಕೆಲಸ ಕೊಡಿಸಲೇ ಬೇಕು. ಲಕ್ಷಗಟ್ಟಲೆ ಹಣ ಸಂಗ್ರಹಿಸಿ ಕೆಲವು ಸಾವಿರಗಳನ್ನು ಖರ್ಚು ಮಾಡಿ ಉಳಿದದ್ದನ್ನು ಜೇಬಿಗಿಳಿಸುವವರ ಬಗ್ಗೆ ಎಚ್ಚರ, ಎಚ್ಚರ..ಇಂತಹ ವಂಚಕರ ದೊಡ್ಡ ಜಾಲವೇ ಇದೆ. ಈಗಾಗಲೇ ಹೀಗೆ ಸುಳ್ಳು ಆಮಿಷ ತೋರಿಸಿ ಹಣ ಸಂಗ್ರಹಿಸುತ್ತಿರುವ ಕೆಲವು ದಾಖಲೆಗಳು ನಮಗೆ ಸಿಕ್ಕಿವೆ. ಹೆಚ್ಚು ಹೆಚ್ಚು ದಾಖಲೆ ಸಂಗ್ರಹಿಸಿದಷ್ಟೂ ಅವರಿಗೆ ಶಿಕ್ಷೆ ಖಂಡಿತ. ಈಗಿರುವ 8-10 ದಾಖಲೆಗಳೇ ಸಾಕು. The honorable KAT didn’t directed specifically to Change which questions because here the matter is about not 1 or 2, around 25 questions have been raised in the court of law. That’s why honorable KAT directed to place all those questions before the expert committee and review them in accordance with the law.
That’s why cases have been just disposed off not been rejected.
If expert committee didn’t change then for the same anyone may approach and this time court will itself directs to change which questions clearly. So it’s a better opportunity for the expert committee to rectify their errors.
Don’t say academic aspects and all
its completely wrong and it shows ur insulting out honorable courts and law of the land.
ur expert committee hasn’t fallen from sky, one should keep in mind that,
courts have authority to make an independent expert committee with subjects experts and review everything and anything.
Decisions and judgements will not be the same always as the time passes many judgements have been scrutinised and changed accordingly
Recent example is about where our honorable Supreme Court changed its verdict on privacy as a fundamental right against before its earlier judgment.
Pdo process is at still intial stage so if proper evdences and arguments have made then even honorable court may direct to conduct Re exam also.
So don’t be in a myth belief that expert committee is final and all, because as we move on to high court, truth will come to ur realization.
Yes we have failed in KAT but we have prepared better for high court.
We are not against selected but it’s against expert committee which has no limitation for giving grace and revising any number of questions, but still with many questions left wrong.

ಪಿಡಿಒ ಗೊಂದಲಗಳನ್ನು, ನಿಮ್ಮೆಲ್ಲರ ಕಾಮೆಂಟುಗಳು ಪ್ರತಿಕಾಮೆಂಟುಗಳು ಎಲ್ಲವನ್ನೂ ಅನೇಕ ದಿನಗಳಿಂದ ಗಮನಿಸುತ್ತಿದ್ದೇನೆ. ಕೆಎಟಿ ಆದೇಶ ಮತ್ತು ಇತರೆ ಸಂಬಂಧಿತ ವಿಷಯಗಳನ್ನು ನನಗೆ ಆತ್ಮೀಯರಾಗಿರುವ ಕಾನೂನು ತಜ್ಞರೊಬ್ಬರ ಬಳಿ ಸಾಂದರ್ಭಿಕವಾಗಿ ಚರ್ಚಿಸಿದ ನಂತರ ಮನವರಿಕೆಯಾದ ಅಂಶಗಳನ್ನು ಇಲ್ಲಿ ಹಂಚಿಕೊಳ್ಳುತ್ತಿದ್ದೇನೆ. ನಿಮಗೆ ಅನುಕೂಲವಾಗಬಹುದು.
ಪಿಡಿಒ ವಿಚಾರವಾಗಿ ಎದ್ದಿರುವ ವಿವಾದ ಎಂದರೆ ಅದರ ಸ್ಪರ್ಧಾತ್ಮಕ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಕೆಲವು ಪ್ರಶ್ನಗಳು/ ಉತ್ತರಗಳು ತಪ್ಪು/ಗೊಂದಲಮಯವಾಗಿದ್ದವು ಎಂಬುದು. ಕೆಎಟಿ ಎರಡೂ ಕಡೆಯ ವಾದ ವಿವಾದಗಳನ್ನು ಕೂಲಂಕಷವಾಗಿ ಆಲಿಸಿತಾದರೂ ತಾನು ಸರಿ ಉತ್ತರಗಳನ್ನು ಅಂತಿಮಗೊಳಿಸಲಿಲ್ಲ. ಬದಲಾಗಿ expert committee ಯ ಅಭಿಪ್ರಾಯ ಪಡೆದು ಈ ಪ್ರಶ್ನೆಗಳ ವಿಷಯದಲ್ಲಿ ಒಂದು ಅಂತಿಮ ನಿರ್ಧಾರಕ್ಕೆ ಬರಲು ಕೆಎಟಿಗೇ ಅವಕಾಶ ಮತ್ತು ಸ್ವತಂತ್ರ ನೀಡಿತು. ಹೀಗೆ ಮಾಡಲು ಕೋರ್ಟಿಗೆ ಬಲವಾದ ಕಾರಣಗಳಿವೆ. ಪರೀಕ್ಷೆಯ ಪ್ರಶ್ನೆಯೊಂದು academic aspect ಕಾರಣಕ್ಕೆ ಕೋರ್ಟಿಗೆ ಬಂದರೆ ಅದರ ಉತ್ತರವನ್ನು ಕೋರ್ಟು ನಿರ್ಧರಿಸುವುದು ಸರಿಯಲ್ಲ. ಬದಲಾಗಿ expert committee ಅಭಿಪ್ರಾಯಿಸುವಂತೆ ಆ ಪ್ರಶ್ನೆಯನ್ನು ಅಂತಿಮಗೊಳಿಸಬೇಕು. ಪರೀಕ್ಷೆಯೊಂದರ ಪ್ರಶ್ನೆಗಳ ಸರಿ ಉತ್ತರ ನಿರ್ಧರಿಸುವ ಜವಾಬ್ದಾರಿ ಕೋರ್ಟಿನದ್ದಲ್ಲ, ಮತ್ತು ಹಾಗೆ ಮಾಡುವುದು ಸಮರ್ಥನೀಯವೂ ಅಲ್ಲ ಎಂದು ಮಾನ್ಯ ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ತನ್ನ ಅನೇಕ ತೀರ್ಪುಗಳಲ್ಲಿ ಸ್ಪಷ್ಟವಾಗಿ ಹೇಳಿದೆ. ಹಾಗಿದ್ದಾಗ ಕೆಎಟಿ ಹೇಗೆ ತಾನೆ “ಸರಿ ಉತ್ತರ ಇದು” ಎಂದು ತೀರ್ಮಾನಕ್ಕೆ ಬರಲು ಸಾಧ್ಯ? ಹಾಗಾಗಿಯೇ ಅದು expert committeeಯ ಅಭಿಪ್ರಾಯ ಪಡೆಯಲು ಕೆಇಎ ಗೆ ನಿರ್ದೇಶನ ನೀಡಿದೆ. ಹೀಗೆ ನಿರ್ದೇಶಿಸಿರುವುದು ಸರಿಯಾದ ಕಾನೂನು ಮಾರ್ಗ ಮತ್ತು ಸುಪ್ರೀಂ ಕೋರ್ಟಿನ ಆದೇಶಗಳ ಪಾಲನೆಯ ಸರಿಯಾದ ದಾರಿ. ನಮಗೆಲ್ಲಾ ತಿಳಿದಿರಬೇಕು, ಮಾನ್ಯ ಸುಪ್ರೀಂ ಕೋರ್ಟಿನ ತೀರ್ಪು ಈ ದೇಶದ ಅಂತಿಮ ತೀರ್ಪು ಮತ್ತು ಎಲ್ಲಾ ನ್ಯಾಯಾಲಯಗಳೂ ಇದಕ್ಕೆ ಅಧೀನ. ಯಾವುದೇ ನ್ಯಾಯಾಲಯ ಇದರ ಆದೇಶಗಳನ್ನು ಉಲ್ಲಂಘಿಸಲಾಗದು. ಒಂದು ವೇಳೆ, ಕೆಳ ನ್ಯಾಯಾಲಯೊಂದು ಹೀಗೆ ಮಾಡದೆ ತನಗೆ ತೋಚಿದ್ದನ್ನು ಸರಿ ಉತ್ತರ ಎಂದು ವಾದ ವಿವಾದಗಳ ಆದಾರದಲ್ಲಿ ನಿರ್ಧರಿಸಿ ತೀರ್ಪು ನೀಡಿದರೆ ಏನಾಗುತ್ತದೆ ನೀವೇ ಊಹಿಸಿ. ಅದು ಸುಪ್ರೀಂ ಕೋರ್ಟಿನ ನಿಂದನೆಯಾಗಿ ಮೇಲಿನ ನ್ಯಾಯಾಲಯದಲ್ಲಿ ಅಪೀಲಾಗಿ ದೂರು ದಾಖಲಾಗಲು ದಾರಿಯಾಗುತ್ತದೆ. ಅಲ್ಲಿ ಈ ತೀರ್ಪು ಅನೂರ್ಜಿತವಾಗುವುದು ಶತಸಿದ್ದ.
Expert committee ಯ ಅಭಿಪ್ರಾಯಗಳೇ ಏಕೆ ಅಂತಿಮ ಮತ್ತು ಅದನ್ನು ಕೋರ್ಟ್ ಮಾನ್ಯಮಾಡಲು ಇರುವ ಅಂತಹ ಬಲವಾದ ಕಾರಣಗಳೇನು? ಏಕೆಂದರೆ, expert committee ಸಂಬಂಧಿತ ವಿಷಯದ ತಜ್ಞ ಸಮಿತಿ ಮತ್ತು ಅದು ನಿಷ್ಪಕ್ಷಪಾತ ಸಮಿತಿ. ಅದು ಯಾರ ಪರವೂ ಅಲ್ಲ ವಿರುದ್ಧವೂ ಅಲ್ಲ. ಪ್ರಶ್ನೆಯೊಂದಕ್ಕೆ ತಪ್ಪು ಉತ್ತರವನ್ನು ನೀಡಬೇಕಾದ ಅವಶ್ಯಕತೆ ಅದಕ್ಕಿಲ್ಲ. ಅದೊಂದು ಸ್ವತಂತ್ರ ಸಮಿತಿ. ಯಾರದೋ ಮರ್ಜಿಗೆ ಬಿದ್ದು ಸುಳ್ಳು ಉತ್ತರ ವನ್ನೇ ಸರಿ ಎಂದು ಸರ್ಟಿಫೈ ಮಾಡಲು ಅದಕ್ಕೆ ಕಾರಣಗಳಿಲ್ಲ. ಅಲ್ಲದೆ, expert committeeಯ ಕೆಲಸವೇ ಸಂಬಂಧಿತ ವಿಷಯದ ನಿರಂತರ ಅಧ್ಯಯನ. ಅಭ್ಯರ್ಥಿಗಳು ಸಂದರ್ಭಾನುಸಾರ ಆ ವಿಷಯವನ್ನು ಕಲಿಯುವವರು. ಹಾಗಾಗಿ ಕೋರ್ಟಿನಲ್ಲಿ expert committee ಯ ಅಭಿಪ್ರಾಯಕ್ಕೆ ಅಂತಿಮ ಬೆಲೆ.
ಪರೀಕ್ಷೆಯ ಪ್ರಶ್ನೆಯೊಂದಕ್ಕೆ ಉತ್ತರವನ್ನು ವಾದ ವಿವಾದ ಆಲಿಸಿ ಕೋರ್ಟು ನಿರ್ಧರಿಸಬಾರದು ಎಂದು ಸುಪ್ರೀಂ ಕೋರ್ಟ್ ಹೇಳಿರುವುದೇಕೆ? ಏಕೆಂದರೆ, ಇಲ್ಲಿ ಇರುವುದು ಪ್ರಶ್ನೆಯ academic aspect. ಒಂದು ಪ್ರಶ್ನೆ ಇದೆ, ಅದಕ್ಕೆ ನೀಡಿರುವ ಕೀ ಉತ್ತರ ಸರಿಯಲ್ಲ ಎಂದು ಕೇಸ್ ದಾಖಲಾಗಿದೆ ಎಂದು ಭಾವಿಸೋಣ. ನೀಡಿರುವ ಕೀ ಉತ್ತರ ಸರಿ ಇದೆ ಮತ್ತು ಅರ್ಜಿದಾರರ ಪರ ವಕೀಲರು ಮಹಾ ಚತುರ ಎಂದು ಭಾವಿಸೋಣ. ಆಗ ಆ ಚತುರ ವಕೀಲರೇ ತಮ್ಮೆಲ್ಲ ಚತುರತೆ ಬಳಸಿ ಬೇರೊಂದು ಉತ್ತರವನ್ನು ಸರಿ ಉತ್ತರ ಎಂದು ಸಾಧಿಸಿಬಿಟ್ಟರೆ ಮತ್ತು ಕೋರ್ಟು ಸಹ ಅಂತಹ ವಾದವನ್ನು ಮಾನ್ಯ ಮಾಡಿ ತೀರ್ಪು ನೀಡಿದರೆ ಆಗ ಸತ್ಯ ಮರೆಮಾಚಿದಂತಾಗುತ್ತದೆ ಮತ್ತು ಸುಳ್ಳನ್ನು ಎತ್ತಿ ಹಿಡಿದಂತಾಗುತ್ತದೆ. ಇಲ್ಲಿ ಗೆಲುವಾಗಿದ್ದು ಸತ್ಯಕ್ಕಲ್ಲ ಬದಲಾಗಿ ಚತುರ ಮಾತುಗಾರ ವಕೀಲರ ವಾಕ್ ಚಾತುರ್ಯಕ್ಕೆ! ಇಂತಹ ಪ್ರಸಂಗಗಳು ಕ್ರಿಮಿನಲ್ ಕೇಸುಗಳ ವಿಚಾರಣೆಯಲ್ಲಿ ನಡೆಯುವುದನ್ನು ನಾವೆಲ್ಲ ನೋಡಿದ್ದೇವೆ. ಸುಳ್ಳು ಹೇಳುತ್ತಿರುವವರನ್ನು ಸವಾಲು ,ಪಾಟೀ ಸವಾಲುಗಳ ಮೂಲಕ ಸತ್ಯ ಹೇಳುವಂತೆ ಮಾಡಲು ಇಂತಹ ಚತುರ ವಕೀಲರ ಅಗತ್ಯವಿದೆ. ಆದರೆ academic aspect ಒಳಗೊಂಡ ಕೇಸುಗಳಲ್ಲಿ ಇಂತಹ ವಾದ ವಿವಾದಗಳಿಗೆ ಆಸ್ಪದವಿಲ್ಲ. ಏಕೆಂದರೆ expert committee ಆ ವಿಷಯದ ಆಳ ಅಧ್ಯಯನ ಮಾಡಿರುತ್ತದೆ, ವಕೀಲರಲ್ಲ. ಇಂತಹ ಕೇಸುಗಳಲ್ಲಿ ಸಾಮಾನ್ಯವಾಗಿ ಅರ್ಜಿದಾರರ ಪರ ವಕೀಲರು ತಮಗೆ ಅನುಕೂಲವಾಗುವ ದಾಖಲೆಯನ್ನು ಕೋರ್ಟಿಗೆ ತೋರಿಸಿ ಬೇರೆ ದಾಖಲೆಗಳನ್ನು ಮುಚ್ಚಿಡುತ್ತಾರೆ. ಕೆಇಎ ಪರ ವಕೀಲರೂ ಸಹ ಹೀಗೇ ಮಾಡಬಹುದು. ಆದುದರಿಂದಲೇ ಇವರಿಬ್ಬರ ವಾದಕ್ಕಿಂತಲೂ expert committee ಯ ಅಭಿಪ್ರಾಯಕ್ಕೆ ಮನ್ನಣೆ! ಹಾಗಾಗಿಯೇ ಕೆಎಟಿ ಪಿಡಿಒ ಆಯ್ಕೆ ವಿಚಾರದಲ್ಲಿ expert committee ಗೆ ರೆಫರ್ ಮಾಡಿರುವುದು.
ಇದಕ್ಕೆ ಪೂರಕವಾಗಿ ಒಂದು ಉದಾಹರಣೆ ನೀಡುತೇನೆ. ಪುಲಕೇಶಿ ಅಥವ ಪುಲಿಕೇಶಿ ಇವೆರಡರಲ್ಲಿ ಯಾವುದು ಶುದ್ಧ ರೂಪ ಎಂದು ಕೋರ್ಟಿನಲ್ಲಿ ವಾದ ವಿವಾದ ನಡೆಯಿತು. Expert committee ಯ ಉತ್ತರ ‘ಪುಲಿಕೇಶಿ’ ಎಂಬುದು. ಆದರೆ ಅಭ್ಯರ್ಥಿಯೊಬ್ಬರು ಅದು ‘ಪುಲಕೇಶಿ’ ಆಗಬೇಕು. ತನಗೆ ಅನ್ಯಾಯವಾಗಿದೆ ಎಂದು ವಾದಮಾಡಿದರು. ದೊಡ್ಡ ದೊಡ್ಡ ಹೆಸರಿನ ಲೇಖಕರನೇಕರು ತಮ್ಮ ಪುಸ್ತಕಗಳಲ್ಲಿ ‘ಪುಲಕೇಶಿ’ ಎಂದೇ ಬಳಸಿದ್ದಾರೆ ಎಂದು ಆ ದಾಖಲೆಗಳನ್ನೂ ಕೋರ್ಟಿಗೆ ತೋರಿಸಿದರು. ತಮ್ಮ ಕಕ್ಷೀದಾರ ಅಭ್ಯರ್ಥಿಗೆ ನ್ಯಾಯ ಸಿಗಬೇಕೆಂದು ಅವರ ಪರ ವಕೀಲರೂ ವಾದಿಸಿದರು. ಸುಮ್ಮನೇ ಯೋಚಿಸಿ, ಪ್ರಶ್ನೆಯಲ್ಲಿ ಕೇಳಿರುವುದು ‘ ಶುದ್ಧ ರೂಪ’ ಯಾವುದು ಎಂದು. ಅಭ್ಯರ್ಥಿ ತೋರಿಸುತ್ತಿರುವ ದಾಖಲೆಗಳು ವಿವಿಧ ಲೇಖಕರು ಬಳಸಿರುವ ರೂಪವನ್ನು! ಯಾರು ಏನೇ ಬಳಸಿರಲಿ, ಪದದ ಶುದ್ಧ ರೂಪ ಎಂದು ಕೇಳಿರುವ ಕಾರಣ ‘ ಪುಲಿಕೇಶಿ’ ಉತ್ತರವಾಗುತ್ತದೆ. ಇಲ್ಲಿನ ಸೂಕ್ಷ್ಮವನ್ನು ಗಮನಿಸಿ. ಯಾವುದು ಶುದ್ಧ ರೂಪ ಎಂಬುದು ವಿವಾದವಾದಾಗ ಅದನ್ನು ನಿರ್ಧರಿಸಬೇಕಾದ್ದು ಎದರು ಪಾರ್ಟಿ ವಕೀಲರೂ ಅಲ್ಲ, ಕೆಇಎ ಪರ ವಕೀಲರೂ ಅಲ್ಲ, ಬದಲಾಗಿ expert committee! ಏಕೆಂದರೆ, ಶುದ್ಧ ರೂಪ ಅಧ್ಯಯನ ಮಾಡಿರುವವರು ವಕೀಲರುಗಳಲ್ಲ, ಭಾಷಾ ತಜ್ಞರು. ಹಾಗಾಗಿಯೇ ಕೆಎಟಿ ಎರಡೂ ವಾದಗಳನ್ನು ಮನ್ನಿಸದೆ expert committee ಅಭಿಪ್ರಾಯ ಪಡೆಯಲು ಸೂಚಿಸಿರುವುದು!
ಇನ್ನೊಂದು ಉದಾಹರಣೆ. ಗ್ರಾಮೀಣ ಪ್ರದೇಶದಲ್ಲಿ ಪ್ರತಿ ವ್ಯಕ್ತಿಗೆ ಶಿಪಾರಸ್ಸು ಮಾಡಿರುವ ನೀರಿನ ಪ್ರಮಾಣ ಎಷ್ಟು? ಎಂಬ ಪ್ರಶ್ನೆಗೆ ಅಭ್ಯರ್ಥಿಯೊಬ್ಬರು ದಾಖಲೆಗಳನ್ನು ನೀಡಿ 44 ಲೀಟರ್ ಎಂದು ಸಾಧಿಸಲು ಪ್ರಯತ್ನಿಸಿದರು. 44 ಲೀಟರ್ ನೀರು ಒದಗಿಸಲು ಸರ್ಕಾರವೇ ಹೊರಡಿಸಿರುವ ಆದೇಶಗಳನ್ನು ಅವರು ಕೋರ್ಟಿಗೆ ಒದಗಿಸಿದರು. ಸುಮ್ಮನೆ ಯೋಚಿಸಿ, ಶಿಪಾರಸ್ಸು ಮಾಡುವ ಪ್ರಮಾಣವೇ ಬೇರೆ, ಸರ್ಕಾರ ಅಂತಿಮವಾಗಿ ನೀಡುವ ಪ್ರಮಾಣವೇ ಬೇರೆ. ಶಿಪಾರಸ್ಸು ಮಾಡಿದಷ್ಟನ್ನೂ ಪೂರ್ತಿಯಾಗಿ ನೀಡಲು ಸರ್ಕಾರಕ್ಕೆ ಸಾದ್ಯವಿಲ್ಲದೆ ಇರ ಬಹುದು. ಆದಕಾರಣ ಅದು ನೀಡುವ ಪ್ರಮಾಣ ಕಡಿಮೆ ಇರಬಹುದು. ಆದರೆ ಪ್ರಶ್ನೆಯಲ್ಲಿ ಕೇಳಿರುವುದು ‘ ಶಿಪಾರಸ್ಸು ಮಾಡಿರುವ ಪ್ರಮಾಣ’. ಆದುದರಿಂದ ಸರ್ಕಾರ ನೀಡಿರುವ ಪ್ರಮಾಣ ಉತ್ತರವಾಗದು.
ಕೋರ್ಟಿಗೆ ಹೋಗಿರುವ ಪ್ರತೀ ಪ್ರಶ್ನೆಯನ್ನೂ ಇದೇ ರೀತಿ ವಿಶ್ಲೇಷಿಸಬಹುದು. ಕೇವಲ ಉದಾಹರಣೆಗಾಗಿ ಇವೆರಡು ಪ್ರಶ್ನೆಗಳನ್ನು ಹೇಳಿದೆ. ಇವೆಲ್ಲಾ ಪ್ರಶ್ನೆಗಳಿಗೂ ಅಂತಿಮ ಉತ್ತರ expert committee ನೀಡುತ್ತದೆಯೇ ಹೊರತು, ವಕೀಲರುಗಳಲ್ಲ. ಹಾಗಾಗಿಯೇ expert committee ಅಭಿಪ್ರಾಯ ಪಡೆಯಲು ಕೆಇಎ ಗೆ ಕೋರ್ಟ್ ಸೂಚಿಸಿರುವುದು. ಕೆಎಟಿ ಎಂದರೆ Karnataka Administrative Tribunal. ಇಲ್ಲಿ administration ಸಂಬಂಧಿತ ವಿಚಾರಗಳಿಗೆ ನ್ಯಾಯ ಕೇಳಬಹುದು, academic ವಿಷಯಗಳಿಗಲ್ಲ. ಕೇಳಬಾರದು ಎಂದೇನೂ ಇಲ್ಲ, ಕೇಳಿದರೆ expert committee ಗೆ ರೆಪರ್ ಆಗುತ್ತದೆ ಅಷ್ಟೇ.
ಮತ್ತೊಂದು ವಿಚಾರ. ವಕೀಲರೊಬ್ಬರ ಬಳಿ ಕೇಸೊಂದನ್ನು ವಾದಿಸಬೇಕೆಂದು ಕೇಳಿಕೊಂಡರೆ , ಅದಕ್ಕೆ ಸೋಲಾಗುತ್ತದೆ ಎಂದು ಯಾವ ವಕೀಲರೂ ಸಾಮಾನ್ಯವಾಗಿ ಹೇಳುವುದಿಲ್ಲ. ಏಕೆಂದರೆ ಅದೇ ಅವರ ದುಡಿಮೆ. ಕೇಸುಗಳನ್ನು ವಾದಿಸವ ಸಲುವಾಗಿಯೇ ಅವರಿರುವುದು. ವಾದದ ತೀರ್ಮಾನ ಘನ ನ್ಯಾಯಾಲಯಕ್ಕೆ ಬಿಟ್ಟ ವಿಚಾರ. ಹಾಗಾಗಿ ವಕೀಲರು ನೀಡುವ ಭರವಸೆ ,ವಿಷೇಶವಾಗಿ ಪಿಡಿಒ ದಂತಹ academic aspect ಒಳಗೊಂಡ ಪರೀಕ್ಷೆಗಳ ವಿಚಾರವಾಗಿ, ಎಷ್ಟು ಪಾಲು ವಿಶ್ವಾಸಾರ್ಹ ಎಂಬುದನ್ನು ವಿಮರ್ಶಿಸುವುದು ಉಚಿತ. ಏಕೆಂದರೆ ಕೇಸೊಂದರ ಸೋಲು ಗೆಲುವುಗಳ ಪರಿಣಾಮ ಅಭ್ಯರ್ಥಿಗಳ ಮೇಲೆ ಆಗುತ್ತದೆಯೇ ಹೊರತು, ವಾದಿಸಿದ ವಕೀಲರ ಮೇಲಲ್ಲ.
ಇನ್ನೂ ,ರೀ ಎಕ್ಸಾಮ್ ವಿಚಾರ. ಕೆಲ ಪರೀಕ್ಷೆಗಳು ಕೋರ್ಟ್ ಆದೇಶ ಮುಖೇನ ಮರು ಪರೀಕ್ಷೆ ಆಗಿರುವುದು ನಿಜ. ಉದಾಹರಣೆಗೆ, 2015 ರಲ್ಲಿ ಕರ್ನಾಟಕದಲ್ಲಿ PUC chemistry ಪರೀಕ್ಷೆ ರೀ ಎಕ್ಸಾಮ್ ಆಯಿತು. ಏಕೆಂದರೆ ಆಗ ಪೇಪರ್ ಲೀಕ್ ಆಗಿತ್ತು. ಕೆಲವು ಇತರೆ ಪರೀಕ್ಷೆಗಳೂ ಸಹ ಇಂತಹ ಕಾರಣಗಳಿಗೆ ಅಂದರೆ, ಪೇಪರ್ ಲೀಕ್ ಆಗುವುದು, ಸಾಬೀತಾದ ಭ್ರಷ್ಟಾಚಾರ ಇತ್ಯಾದಿಗಳ ಕಾರಣಕ್ಕೆ ಆಗಿದೆ. ಆದರೆ ಕೆಲವು ಪ್ರಶ್ನೆಗಳು ತಪ್ಪಾಗಿವೆ ಎಂದೋ ಗ್ರೇಸ್ ನೀಡಿದ್ದಾರೆ ಎಂದೋ ರೀ ಎಕ್ಸಾಮ ನಡೆಸಿದ ಉದಾಹರಣೆ ಇಲ್ಲವೇ ಇಲ್ಲ. ಪಿಡಿಒ ಪರೀಕ್ಷೆ ನಡೆಸುವಲ್ಲಿ ಎಳ್ಳಷ್ಟೂ ಲೋಪ ವರದಿಯಾಗಿಲ್ಲ. ಆದಕಾರಣ ಇಲ್ಲಿ ರೀ ಎಕ್ಸಾಮಿನ ಪ್ರಶ್ನೆಯೇ ಏಳುವುದಿಲ್ಲ. 2016 ರ PUC ಗಣಿತ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಸುಮಾರು 24 ಅಂಕ ಗ್ರೇಸ್ ನೀಡಿದ್ದರು. ಅದೂ 80 ಅಂಕದ ಪರೀಕ್ಷೆಗೆ! ಇದನ್ನು ಪ್ರಶ್ನಿಸಿ ಕೋರ್ಟಿಗೂ ಹೋಗಲಾಗಿತ್ತು. ಆದರೆ ರೀ ಎಕ್ಸಾಮಿಗೆ ಒಪ್ಪಿಗೆ ಸಿಗಲಿಲ್ಲ. ಪಿಡಿಒ ಪರೀಕ್ಷೆಯಲ್ಲಿ ನೀಡಿರುವ ಗ್ರೇಸ್ 200 ಅಂಕಗಳಿಗೆ ಎಂಬುದನ್ನು ಗಮನಿಸಿದರೆ ನಿಮಗೇ ಇದು ಅರ್ಥವಾಗುತ್ತದೆ.
ಇಲ್ಲಿರುವ ಬಹುತೇಕರು ನಿರುದ್ಯೋಗಿಗಳು. ಯಾವುದಾದರೂ ಕೆಲಸ ಸಿಕ್ಕರೆ ಸಾಕು ಎಂದು ಜಾತಕ ಪಕ್ಷಿಗಳಂತೆ ಕಾಯುತ್ತಿರುವವರು. ಒಂದೊಂದು ರೂಪಾಯಿಗೂ ಕಷ್ಟಪಡುತ್ತಿರುವವರು. ಅವರ ಈ ಆಸೆಯನ್ನೇ ಬಂಡವಾಳ ಮಾಡಿಕೊಂಡು ಹಣ ಸಂಗ್ರಹಿಸಲಾಗುತ್ತಿದೆ ಎಂದು ಇದೇ ಬ್ಲಾಗಿನಲ್ಲಿ ಚರ್ಚೆಯಾಗುತ್ತಿದೆ. ಇದು ನಿಜವೇ ಆಗಿದ್ದರೆ, ಯಾರೊಬ್ಬರೂ ಶೋಷಣೆಗೆ ಒಳಗಾಗಬಾರದೆಂಬುದು ನನ್ನ ಕಳಕಳಿ. ಬಡವರ ಸಂಕಟ ಇನ್ನಾರದೋ ಲಾಭಕ್ಕೆ ದಾರಿಯಾಗದಿರಲಿ. ” ಲಾಯರ್ ಗ್ಯಾರಂಟಿ ಕೊಟ್ಟಿದ್ದಾರೆ, ಹಾಗೆ ಹೀಗೆ ಎಂದು ಹೇಳುವವರು ಅನೇಕರಿರಬಹುದು. ಆದರೆ ಅಭ್ಯರ್ಥಿಗಳ ಸ್ವಯಂ ವಿವೇಚನೆ ಮಾತ್ರ ಅವರನ್ನು ಕಾಪಾಡಬಲ್ಲದು. ಕೋರ್ಟಿಗೆ ಹೋಗಬಾರದು ಎಂದೇನೂ ಇಲ್ಲ. ಆದರೆ, ಅದು ನಮಗೆ ಅನುಕೂಲವಾಗುವಂತಿರಬೇಕು. ಮತ್ತಷ್ಟು ನಷ್ಟ ತರುವಂತಿರಬಾರದು. ಪುಸ್ತಕಗಳಿಗೆ, ಮೂರೊತ್ತಿನ ಅನ್ನಕ್ಕೆ ಹೆಣಗುತ್ತಿರುವವರ ಬೆನ್ನು ಮೇಲೇಳದಂತೆ ಬಾಗಿ ಹೋದರೆ ಗತಿ ಏನು?

Hi brothers don’t listen others and don’t waste money and all those who saying we appeal in hight court those doing money there self brother think it once u appeal once in court per head given 3000 rs then minimum how many brothers given that money how much advocate take for case how much they keep thereself if minimum 500 members then it’s 15,00,000 rs happen now 6000 then 30,00,00 so don’t concentrate on this we see it what I’ll happen we knowingly waste money then others I’ll happy in there life lossing our money sit in home what’s the use brothers so concentrate on other exams

After all.. it’s my final decision to concentrate on other exams.. we can’t dream about PDO anymore.. I tried my best in exam and I missed by 2 marks. If the Question paper was up to the standards I would have been selected. Luck is not in my hand. Few guys lucky here and got selected. One thing I can say if they still change the answer keys it doesn’t give justice to all. Only alternative is to conduct re exam with appropriate questions. Only re exam can give justice to both selected and non selected. I wish all the very best to all the aspirants. I suffered a lot from this recruitment even I took extreme step in life but luckily someone saved me.. government job is just a part of life. It’s not life itself. Keep trying for other exams. Don’t simply rely on PDO. My humble request to those who studied seriously for PDO. It was not our day(31st Jan 2017).. forget about it..

ಈಗ ನನ್ನದು ಬಾರ್ಡರ್ ನಲ್ಲಿದೆ. 1:3 ಪಟ್ಟಿಯಲ್ಲಿ ಮೂರನೇ ಸ್ಥಾನದಲ್ಲಿ ಇದ್ದೇನೆ. ಹಳೇ ಪಟ್ಟಿಯನ್ನೇ ಬಿಟ್ಟರೆ ನನಗೆ ಕೆಲಸ ಸಿಗಲ್ಲ. ವೆರಿಫಿಕೇಷನ್ ಮಾಡಿಸಿ ಮನೆಗೆ ಬರಬೇಕು ಅಷ್ಟೇ. ನಾಲ್ಕು ಅಥವ ಹೆಚ್ಚು ಪ್ರಶ್ನೆಗಳು revise ಆದ್ರೆ ನನ್ನ ಮಾರ್ಕ್ಸ್ ಹೆಚ್ಚಾಗುತ್ತೆ. ಆಗಲೂ ಕೆಲಸ ಗ್ಯಾರಂಟಿ ಅಂತ ಹೇಗೆ ನಂಬುವುದು? ನನಗೆ revise ನಿಂದ ಲಾಭವಾದಂತೆ ಲಿಸ್ಟಿನಲ್ಲಿರುವ ಬೇರೆಯವರಿಗೂ ಲಾಭವಾಗುತ್ತದೆ ಅಲ್ಲವೆ? ಬೇರೆಯವರೆಲ್ಲ ಈ ಪ್ರಶ್ನೆಗಳಿಗೆ ಮಾರ್ಕ್ಸ್ ಕಳೆದುಕೊಂಡು ನಾನು ಮಾತ್ರ ಮಾರ್ಕ್ಸ್ ಗಳಿಸಿದರೆ ಆಗ ನನಗೆ ಲಾಭ. ಇಂತಹ chances 99% ಕಡಿಮೆ. ನಾವು ಕೇಸ್ ಮಾಡಿ ಗೆದ್ದರೂ ಅದು ಬೇರೆಯವರಿಗೆ ಲಾಭ. ನಮಗೆ ದುಡ್ಡೂ ಹೋಯ್ತು, ಕೆಲಸಾನೂ ಇಲ್ಲ, ಸಮಯ,ಶ್ರಮ,ನೆಮ್ಮದಿ ಎಲ್ಲಾ ಹಾಳಾದಂಗೆ. FDA, SDAಗೂ ಓದೋಕಾಗುತ್ತಿಲ್ಲ.
ಎಷ್ಟೇ ಪ್ರಶ್ನೆಗಳು ರಿವೈಸ್ ಆದರೂ ನಮಗೆ ಮಾತ್ರ ಲಾಭ ಆಗುತ್ತೆ ಅನೋದು ಖಂಡಿತ ತಪ್ಪು. ನಾನು ಯಾರನ್ನೂ discourage ಮಾಡೋಕೆ ಹೀಗೆ ಹೇಳುತ್ತಿಲ್ಲ. ಏನೋ ಆಸೆ ಇಟ್ಟುಕೊಂಡು ಮೊದಲ ಬಾರಿ ಕೆಎಟಿ ಗೆ ಹೋದಾಗ ಕೈಜೋಡಿಸಿದೆ. ನಂತರ ಯೋಚನೆ ಮಾಡಿದಾಗ ಇದರ ನಿಜಾಂಶ ಅರ್ಥ ಆಯ್ತು.
ಈ PDO ಕಾರಣಕ್ಕೆ KAS ಕಡೆ ಸರಿಯಾಗಿ focus ಮಾಡಲಾಗಲಿಲ್ಲ. ಕಳೆದ ಬಾರಿ ಆಗಿದ್ದ prilims ಈ ಬಾರಿ ಆಗಲಿಲ್ಲ. ಅಸಾಧ್ಯವಾದದ್ದಕ್ಕೆ ಕೈ ಚಾಚಲು ಹೋಗಿ ಒಂದು ಅಮೂಲ್ಯ ಅವಕಾಶ ಕಳೆದುಕೊಂಡೆ.ನನ್ನೆಲ್ಲ ಶ್ರಮ,ಸಮಯಗಳನ್ನು ಇತರೆ ಪರೀಕ್ಷೆಗಳಿಗೆ ವ್ಯಯಿಸಬೇಕಿತ್ತು. ವಯೋಮಿತಿ ಮೀರಿತ್ತಿರುವ ಈ ಸಂದರ್ಭದಲ್ಲಿ ಇದು ನನ್ನ ಪಾಲಿಗೆ ದುಬಾರಿ ತೀರ್ಮಾನ.
ಪಿಡಿಒ ಪರೀಕ್ಷೆಯಲ್ಲಿ ಕೆಲವು ಕೀ ಉತ್ತರಗಳು ಬದಲಾಗಬೇಕು ನಿಜ. ಆದರೆ ಹಾಗೆ ಬದಲಾದ ಮೇಲೂ ಕೆಲಸ ಸಿಗುವ ಗ್ಯಾರಂಟಿ ಇಲ್ಲ. ಏಕೆಂದರೆ ಇತರರಿಗೆ ಇದರಿಂದ ಸಂಪೂರ್ಣ ನಷ್ಟವಾಗಿ ಅವರೆಲ್ಲ ಪಟ್ಟಿಯಿಂದ ಕೈಬಿಟ್ಟು ಹೋಗುತ್ತಾರೆ ಎಂದು ಯಾವ ಆಧಾರದ ಮೇಲೆ ಹೇಳಲು ಸಾಧ್ಯ? ನಾವು ಕಷ್ಟಪಟ್ಟು ಓದಿರುವಂತೆ ಅವರಾರೂ ಓದಿಲ್ಲ. ಈಗ ಸೆಲೆಕ್ಟ್ ಆಗಿರೋ ಎಲ್ಲರೂ ಅದೃಷ್ಟ ಬಲದಿಂದ ಮಾತ್ರ ಆಯ್ಕೆಯಾಗಿದ್ದಾರೆ ಎಂದು ಹೇಗೆ ವಾದಿಸುವುದು?
ಇದು ಹೇಗಿದೆ ಎಂದರೆ, ಕೋರ್ಟುಗೆ ಹೋಗಿ ಹೋರಾಡುವವರು ನಾವು, ಆದರೆ ಅದರ ಲಾಭ ಮತ್ಯಾರಿಗೋ ಎಂಬಂತಾಗಿದೆ. ಈ ಸೌಭಾಗ್ಯಕ್ಕೆ ನಮ್ಮ ದುಡ್ಡು ಸುರಿದು ನೆಮ್ಮದಿ ಹಾಳುಮಾಡಿಕೊಳ್ಳಬೇಕಾ?

I didn’t expect such a Himalayan blunder from KEA. I had a huge confidence on KEA but they ruined everything. I know how difficult it us for the candidates when wrong keys published and true candidates suffering. So I ordered KEA to follow KAT rules n regulations. So genuine candidates are not supposed to worry as whole merit list will be changed. I want true candidates as PDO n GPS to work in my department.
